Institutional design and reform
We have advised on institutional development in relation to: |
- transboundary areas (e.g. international institutional structures for the joint management of Lake Tanganyika, the Benguela Current Large Marine Ecosystem, and the Maloti-Drakensberg Transfrontier Area), and the Global Invasive Species Programme (GISP);
- environmental management and conservation (Malta, Namibia, South Africa and Swaziland);
- integrated coastal management (South Africa and Eritrea);
- development planning and control systems that integrate land use planning, environment and heritage impact assessment (Western Cape & North West Province, South Africa); and
- forestry (Surinam).

Legal drafting and writing
We have drafted a range of governance-related documents for many countries and international organisations including: |
1. Treaties
- the Interim Agreement for the establishment of the Benguela Current Commission;
- the draft Benguela Current Convention;
- the Convention for the Sustainable Management of Lake Tanganyika; and
- the SADC Forests Protocol.
2. National, provincial and municipal legislation
South Africa:
- Integrated Coastal Management Bill to implement the White Paper for Sustainable Coastal Development in South Africa;
- Promotion of Sustainable Development Bill to provide for the integration of environmental, planning and heritage considerations into one integrated decision-making process for land use authorisations (Western Cape Province);
- Biodiversity Conservation Bill and Regulations (Western Cape Province)
- Waste Prevention and Management Bill (KwaZulu-Natal Province);
- Air pollution control by-laws (City of Cape Town);
- Environmental health by-laws and public open space by-laws (City of Johannesburg).
Swaziland:
- framework Environment Management Act and regulations on environmental impact assessment, waste, water pollution control, air pollution control and integrated pollution control;
Eritrea:
- Proclamation of an Exclusive Economic Zone, a Fisheries Act and regulations, and the first draft of regulations for the protection of the marine environment;
Malawi:
- Pesticides Act and regulations;
Malaysia:
- aquaculture legislation and codes of practice for shrimp aquaculture;
Malta:
- Plant Quarantine Act and regulations; and
- framework Environment Act;
Namibia:
- Parks and Wildlife Bill regulating protected areas and all indigenous flora and fauna in Namibia, and
- Pollution Control and Waste Management Bill;
Surinam:
- Aquaculture Act; and
- amendments to Forestry Act;
Cyprus:
- regulations to protect fish health and to regulate the inspection and quality control of fish products

Legal studies, handbooks and guidelines.
We have prepared a range of such publications, including: |
- a guide to the environmental laws of Swaziland;
- a compendium of the marine fisheries laws of the SADC region;
- a guide to public participation in environmental impact assessment processes in the SADC region;
- a guide to environmental decision-making for provincial and municipal officials in South Africa;
- a Guide to the Common Fisheries Policy of the European Union;
- a Handbook for the Implementation of Environmental Legislation for use by the countries that wish to join the EU;
- a Study examining the Legal Constraints to the Emergence of Efficient Domestic Agricultural Markets in Developing Countries and Countries in Transition (FAO);
- the Legal and Institutional Aspects of Integrated Coastal Area Management (FAO); and
- a Comparative Study of Legal and Administrative Measures to Restrict, Regulate or Benefit from the Ownership or Use of Land by Foreigners (FAO).

Training and capacity building
Our staff have: |
1) lectured on a part-time or visiting lecturer basis at the University of London (School of Oriental and African Studies); the University of Cape Town, the University of KwaZulu Natal,Schumacher College (UK), Schumacher College (UK), the Luxembourg Business School;
2) given guest lectures at many universities in the USA, United Kingdom and
South Africa; and
3) conducted numerous workshops and training courses for government officials in many countries, including: Estonia, Malawi, Malta, Namibia, South Africa, Surinam, Swaziland, Zambia. |
